IACM patiëntenraad medicinale cannabis gebruikers overleg wereldwijd

We hebben ons verenigd om samen een vuist te maken en voor iedereen gelijke rechten te krijgen, betreffende toegang, gebruik, thuiskweek, bezit en vervoer van medicinale cannabis.

Elk land op deze wereld heeft zijn eigen regels omtrent cannabis, wat het voor velen heel onoverzichtelijk maakt, wat nu wel en niet mag in jouw land.

Wij gaan dit samen in kaart brengen en gelijke rechten afdwingen wereldwijd.

Kort verslag vorige bijeenkomsten

28/3/2024

1. Webinar – 5K Euros from Fundacion Canna. We will be producing 16 webinars, two a month, starting in May, there will be a working group. We welcome ideas for topics for the webinars. Jackie will be creating a working doc. Mary will be moderating.

   1. Abigail: said she can help with panellists like neurologists, doctors etc once we have a list

   2. Carola: 8 webinars will be on regulatory issues, 8 will be on diseases

   3. Carola will get a quote from a company to do the production

2. Vienna: Michael said the side event was successful. It hasn’t been released yet to social media. Didn’t manage to properly connect with the UN office of narcotic crime. Connected with the international association on palliative care. A lot of intense debate on the floor regarding harm reduction & decided to move forward despite there not being consensus.  Had a meeting with leadership of Czech republic

Jackie: gave vote of thanks to Michael for all the work he did behind the scenes to make our attendance in Vienna happen

3. ICBC: Simon and Carola spent a week in Barcelona, attended C-days side events spoke to a lot of industry, Carola spoke on a panel at ICBC which raised the profile of the Patient Council, a lot of meetings at Spannabis, general feedback from industry is that there’s not a lot of money around – most money available in countries where there is recreational.

4. Carola: if we ask for money from industry, it should be for a specific project. Also to promote the fact that Carola/Patient Council has been nominated for Nobel prize for medicine.

5. Carola: we need some kind of rules around wearing logos from other companies when representing the IACM patient council (ie not to do it)

Jackie: also to be clear if a IACM patient organisation wants to use our logo for an event or something, that it is presented to the Council first

6. Patient Panel at online IACM Conference 12th April (3.15pm CET) – topic will be the patient experience. Yet to be decided on what the topic of panel will be/ who will participate

7. Patient Council at Cannabis Europa in June. Jackie will be a panellist on a special panel on Greece & Carola will be on a similar panel on Spain. There will be 5 free entries for Patient Council provided plus 50% discount on tickets for other patient groups

8. Polita asked if there is a strategy for the Nobel prize nomination as she has a lot of academic contacts. Carola explained the Nobel prize committee has to accept the nomination & then the votes start. Important that this will bring cannabis into the conversation

9. A reminder to share with Mary any news from your organisation, so she can share on Patient Council Social Media  & also to encourage members to write blog posts (Gero has just done one on what the changes in Germany mean to patients)

1. Short term and long term future of the council

• Jackie: a priority is register the patient council as a legal entity so that we can actually have a bank account for fundraising

• Carola: frustrated that we aren’t functioning as a council and aren’t progressing

• Chris: understands the need for fundraising, has been doing it for his own organisation, and has been put off by the expectation that he should find funds for Patient Council

• Simon – 6000 euros is a one time payment. Has thought for some time that the Council should be open to donations through website which has been successful in Switzerland

• Tom: What direction are we going in? We need to talk about what the patient council is for. Not to get stuck on the money side of things

• Michael: This Patient Council has grown out of the IACM itself represents patients around the world in a vacuum where something like this doesn’t exist. We need to give ourselves time – as things work at a glacial pace. We’re just getting started. Feels like our time hasn’t come yet. Agrees that we do need to spend time thinking on our mission and what we focus on.

• Pavel: agrees with Michael that things move slowly. Even in countries where medicinal cannabis has been legalised, our goal to increase access in countries continues.  Cannabis countries are not interested in long term investments – they want short term profits. Maybe we should focus on pharmaceutical grade cannabis companies that have corporate social responsibility policy.

• Chris: We should be mindful about who we align ourselves with (referring to pharmaceutical companies). We need to have a detailed plan if we want to ask for funding. We should have clarity around our mission and what we are demanding internationally

• Simón: the funding and planning about next 6 months aren’t separate. Without a secretary, there probably isn’t a council.

• Mike:  agrees we are at a crossroads

• Kevin: with the new website we will be able to have accept donations (privately or from companies)

• Daphnée: our situation is one that happens worldwide. Important to remember why we exist (to represent patients).

• Mary: we’ve spoken about doing a series of webinars which will show that the council is actively doing stuff – can we get this off the ground?

• Jackie: most of the solutions require manpower to make them happen – if we don’t have more representatives doing tasks we can’t get things like webinars off the ground.

• Mike: Open Society Foundation: may be worth approaching for funding. We could use the Vienna cannabis in primary care side event as a first webinar

• Jackie: do we just continue, keep talking about getting fundraising etc and regroup before the summer or it’s time to quit (doesn’t think it’s time to quit)?

• Daphnée – will work with Mike to get a plan together (for funding and more generally) for next 6 months

• Agreed to separate the lobbying and fundraising groups

Franziska will begin designing a new website shortly (she is doing this for free)

Webinars: Mary en Peter moedigden iedereen die geïnteresseerd is aan om deel te nemen aan de webinars, omdat we nog een paar actieve leden in de werkgroep nodig hebben om vooruitgang te boeken. Gero zei dat webinars geïntegreerd moeten worden in de website (& hij wil graag meedoen aan de webinar groep)

Jackie – financiering voor Aberdeen: inleidend pakket samenstellen voor financieringsopties voor patiënten voor conferentie in Aberdeen. Belangrijk om sponsoring te krijgen: elke sponsor die we aanbrengen krijgt 10% van het bedrag voor de patiëntenraad.

Jackie update over lobbyen: we hebben contact opgenomen met de EU belangengroep voor medische cannabis. Iedereen die contact heeft met de Europarlementariër van zijn of haar land in de cannabis belangengroep – het zou nuttig zijn als hij of zij contact opneemt.

Website: Kevin heeft aangeboden om lid te worden van de website werkgroep en zal volgende week een ontmoeting hebben met Gero, Simón en Oliver de ontwikkelaar.

Website blog content update: Mary heeft richtlijnen opgesteld. Het is goed om in je eigen taal te schrijven en ChatGPT te gebruiken om te vertalen.

Chris stelde voor om algemene vragen te beantwoorden die kunnen worden omgezet in blogposts en ook kunnen worden gebruikt voor FAQ’s per land.

Carola sprak over de conferentie in Aberdeen: ze vindt de ticketprijzen te hoog. Opnieuw wordt benadrukt dat we sponsors moeten vinden. Jackie vroeg of lokale patiënten gereduceerde ticketprijzen kunnen krijgen.

AOB: artikel 75 Schengen werd besproken – verzending van cannabismedicijnen via de post om internationale grenzen in de Schengenzone te overschrijden in plaats van over de grenzen te reizen

Er is gesproken over het verkrijgen van financiering om een rapport te schrijven over waar mensenrechten/EU-wetten worden geschonden en dit voor de rechtbank in Brussel te brengen? Carola stelde voor om met Sita van EUMCA te praten.

Marian – alle prijzen, cannabissoorten, toegang, toegankelijkheid, bezit en vervoer moeten gelijk zijn voor alle patiënten in Europa dit moet zeker besproken worden in het Europees parlement. Er wordt hiervoor een document opgesteld wat alle landen kunnen ondertekenen om zo alles aan Brussel over te dragen.

Aangezien er verschillende nieuwe leden aanwezig waren in deze vergadering, gaf elke aanwezige vertegenwoordiger een korte introductie over zichzelf, hun organisatie en de situatie voor patiënten in hun land.

Carola legde uit hoe de IACM/Patiëntenraad is benaderd door de Stichting Patiënten van Oekraïne om te getuigen in Oekraïne op 14 juli, wanneer de legalisering van medicinale cannabis wordt besproken in het parlement.

Om veiligheidsredenen is het onwaarschijnlijk dat een patiënt van de raad persoonlijk zal gaan, maar misschien is het online mogelijk. Dit moet allemaal besproken worden met Franjo

Pavel vertelde dat er veel Oekraïners in Tsjechië zijn, waarvan sommigen al medicinale cannabisbehandeling krijgen. Hij heeft aangeboden om op welke manier dan ook van dienst te zijn, net als Michael die de veteranen vertegenwoordigt.

Carola gaf een update over haar ontmoeting met Fundación  en hoe zij geïnteresseerd zijn in financiële ondersteuning van de serie webinars van de patiëntenraad. De fijnere details zullen worden besproken tijdens de volgende bijeenkomst met hen in juli.

Mary gaf een overzicht van de werkgroepen en nodigde vertegenwoordigers uit om zich aan te melden als ze geïnteresseerd zijn.

AOB:

Christoffer vroeg of er forums waren voor landenvertegenwoordigers om ideeën uit te wisselen, in het bijzonder om te benadrukken dat cannabisstudies vaak niet de realiteit van patiënten weerspiegelen. We dachten dat real world evidence een interessante werkgroep voor de herfst zou kunnen zijn, maar in de tussentijd zullen we ons richten op de webinars, statuten enz.

Michael vertelde dat ze in de VS na 50 jaar campagnevoeren het dichtst bij een verandering in de federale wet zijn.
